
An ecosystem perspective of programme commercial strategy: the case of railway infrastructure renewal in Denmark from 1991-2024

Good infrastructure is essential for the functioning of society, but infrastructure is big, complex and in continual need of repair and upgrade. Owner organisations have a central role in the continuing maintenance and development of infrastructure, but how can they manage major projects and programmes, and coordinate the networks of organisations needed to realise these projects?
This presentation describes the development of the Danish railway infrastructure renewal projects over more than thirty years tracing the interdependency of the owner organisation and the supplier ecosystem. The presentation explores how infrastructure owners can guide or orchestrate the organisational ecosystem towards a healthier supplier market.
